I've never really liked Goodwill and their pay issues or their training issues. I don't feel like they've ever made a strong program to help people to be better employees than when they started . They seemed to work on politeness only.

Employers will still get a subsidy but not poverty wage privileges.

I'm with you about not patronizing establishments who would use this.
