There's more at play here.

You seem to be primarily talking about systemic racism, and many of today's scholars are defining all racism as such, as opposed to any bad treatment based on race alone regardless of who the group in primary power is. This makes it harder to talk about.

Social discrimination, prejudice, tribalism etc, is still there even if they're part of the primary group, and as minorities become more powerful, there's likely to be some backlash due to wrongs of the past and present, as well as those groups feeling bolder about saying what they really think and feel out loud. The talking part at least invites opportunities to improve things, but saying that incidents don't happen because people appear lighter is not true. It's not a shield. It's a factor of less likelihood, but it's not a stopper, and yet these scholars I mentioned above talk about it as if it is, and people repeat that without either thinking or listening to those having the experiences.

Russians are often lighter, as are Ukrainians, but I know many of them find it hard to get work these days here in the US especially if they're perceived to be the former. That's just one example.

These true deep racists exist, to be sure, but this discrimination people discuss may well exist. Being a minority doesn't mean you don't judge others or behave badly. We're all human.
