There's a joke in this. The strap used to be used with a hooked sort of pole thing by servicepeople. It allowed them to help put on the boots without touching people too much. For the person who knew about this device, it made proper use of the strap. If you didn't, you were flailing with this tiny stupid loop. It was kind of acknowledging the difficulty at the same time encouraging you to use your brain to think around it.
