The pieces here are quite different.

1. We should fine anyone regardless of income who messes with the environment and we should, using every level of government, be able to thwart the actions of those who do it whether it's from the military, a giant company or a class of people using polluting methods of transport.

2. Taxing billionaires (or anyone) really only has one purpose, to limit the power of single individuals over everyone else without express consent of the governed with full awareness of what it means.

3. Anything we do with our governments doesn't require their money though as every country with its own currency literally prints (digitally and physically) money into existence. Taxes are not needed to run anything and never were. Which is why no matter how much these people take, we always have billions more to spend on war profiteers, aka power mongers.
