Could this be related to your locations? I've worked for non-profits, many us gov contracts, digital ad agencies and many traditional tech companies, healthcare, banking/finance, and men generally didn't wear brighter colors beyond their ties but women sure did, nearly all of them. And men didn't feel like they could tell each other what to wear, so those that did stand out no one would say anything to. I've worked in DC/MD/VA and LA US locations.
